The investor simultaneously fulfills two financial conditions: makes a non-refundable contribution to a specially created state fund of Montenegro in the amount of EUR 200,000, acquires a share in a real estate project worth EUR 250,000.

The project must be approved by the government of the country to participate in the citizenship program and be located in the northern or central part of Montenegro, with the exception of the capital Podgorica. The list includes resort complexes and hotels.

The investor receives an individual list of documents that must be provided in order to obtain Montenegrin citizenship.

Lawyers fill out government forms, translate and certify documents, open two escrow accounts in Montenegro for the investor, one for paying a non-refundable fee, the second for buying a share in the project.

The collection of documents and the opening of accounts go hand in hand with the selection of a property.

Payment of fees and investments
The investor transfers EUR 200,000 to the escrow account of the state fund, EUR 250,000 or EUR 450,000 to the escrow account of the developer.

Payments will be released by the bank only after the approval of the application for Montenegrin citizenship. Otherwise, the money will return to the investor.

Also, the investor pays Due Diligence and administration fee. These are sunk costs, their amount depends on the composition of the investor’s family.

Submission and approval of the application
Lawyers submit the investor’s package of documents, including proof of payments, to the Citizenship Program Department. The application is considered within three months.

The program department notifies the company of the pre-approval of the application. The bank transfers money from escrow accounts to the settlement accounts of the fund and the developer. After that, the program department finally approves the investor’s application and invites him to submit biometric data.

Getting passport
To obtain passports, the investor and his family come to Montenegro and submit biometric data.

Lawyers pre-register the investor for the delivery of biometrics. Passports will be ready 24 hours after biometrics is submitted.
