Obtaining a residence permit in Dubai for Russians
Tourists from Russia can stay in the UAE for no more than 90 consecutive days. For longer stays, a residence permit is required. A resident card gives foreign nationals the ability to open a company in one of the emirates, optimize their taxes, and reside in the country for 2 to 10 years.
Below we cover the main steps Russians need to take to obtain official status.
Choosing the type of residence permit
A UAE residence permit is a resident visa issued to foreigners for a term of 1 to 10 years. The length of official status depends on which route you choose to obtain it.
There are seven ways to obtain a resident visa:
- buying property;
- a work visa;
- a freelance visa;
- a business visa;
- a student visa;
- a visa for talented specialists;
- a resident visa for wealthy retirees.
It's important to keep in mind that each type of resident visa has its own application specifics. In addition, UAE law sets a specific list of criteria and requirements applicants for resident status must meet.
Submitting the application
The application is submitted to the immigration authority of the United Arab Emirates. Its content depends on the type of resident visa.
The main document package includes the foreigner's foreign passport, a certificate confirming no criminal record, a certificate confirming the absence of dangerous viral and bacterial diseases, and medical insurance.
Undergoing a medical examination
A residence permit in the Emirates for Russians is issued only when a document confirming a medical examination is provided.
The examination is carried out at medical facilities approved by the UAE government. Applicants for a resident visa must undergo blood and urine tests, an X-ray, and an examination by relevant specialists.
Paying the visa fee and issuing the visa
A receipt confirming payment of the state fee is part of the required document list. Without it, immigration authority staff will not approve the resident visa application.
Completing the residence permit process in Dubai
After the state fee is paid, the foreign national is issued a short-term visa, valid for several months. During this time, the applicant for resident status must arrive in the UAE and present documents to immigration authority staff confirming their place of residence and financial independence.
After meeting the chosen program's requirements and passing the checks, the Russian citizen can obtain an identity card and a resident card.
UAE residence permit: requirements for Russians
Each resident visa program has its own specific requirements, but there are some that are common to all.
A resident visa can be obtained by foreigners who are:
- over 18 (some programs allow the main applicant to include minor children in the residence permit application);
- in possession of a valid foreign passport and a short-term UAE visa;
- in possession of a certificate confirming the absence of infectious diseases such as HIV, hepatitis, and tuberculosis;
- able to guarantee their financial independence.
Residence permit in Dubai for Russians: reasons for refusal
Immigration authority staff can refuse a resident visa application for many reasons. However, today refusals mainly go to Russians who:
- lack sufficient funds to support their stay in the country;
- don't meet the criteria of the chosen program;
- filled out the application incorrectly or submitted an incomplete document package;
- have legal issues (this refers to criminal liability either in their home country or in the UAE);
- don't meet the conditions and goals of the residence permit.
It's worth noting that the requirements of residence-permit programs can change. Before relocating, it's recommended to keep a close eye on updates on official websites or consult MIRBEZVIZ specialists, who specialize in immigration matters.

A UAE residence permit is issued in an average of 2-4 months, depending on the method used to obtain the resident visa.
Below are the main stages and timelines in the residence-permit process:
- Preparing documents. Gathering documents typically takes 3-4 weeks. If the foreign national also needs to arrange an invitation from a sponsor, add another 1-2 weeks to this timeline.
- Submitting documents, fingerprinting, and preparing copies of documents takes 2 to 4 weeks.
- Review of the application by immigration authority staff is one of the longest stages. A decision is usually made within 4-5 weeks (one week is spent sending the application-status notification).
What a UAE resident gets
Obtaining a UAE residence permit as a Russian means securing the widest possible range of benefits. The main advantages include:
- visa-free entry into more than 170 countries worldwide;
- free healthcare and education for the main applicant and their children;
- a work permit;
- favorable conditions for growing a business;
- a high standard of living and the ability to live in maximum comfort;
- no personal income tax.
In addition, foreigners with residence-permit status can open accounts at international banks and take out mortgages to buy residential and commercial property.
Does a UAE residence permit lead to citizenship?
For many years, UAE citizenship was the preserve of native-born residents. Citizen status was granted to children with one parent who was a citizen of the country, or to foreigners who married a UAE citizen.
In 2021, the country's authorities amended the "Citizenship and Passports Law," expanding the list of possible candidates for citizenship. Now the following can obtain a passport:
- Major investors with property in the UAE.
- Doctors - respected specialists in narrow fields, such as oncology, who have practiced for more than 10 years.
- Scientists working at research institutes who have been honored with prestigious international awards for their work, with at least 10 years of experience.
- Inventors with one or more patents approved by the UAE Ministry of Economy or other prestigious international bodies.
- Creative professionals who have received at least one international award in culture or the arts.
The most accessible route is citizenship through investment. This route involves purchasing property worth at least 2 million dirhams. Buying an apartment gives the investor the ability to apply for a Golden Visa valid for up to 10 years. In this case, the foreign national can apply for a passport either immediately after being granted long-term residency or several years afterward.
