How to Obtain a Vanuatu Passport: Step-by-Step Instructions
The citizenship process begins with a check of the investor's documents and identity. The results of the check are confidential: only you and the Compliance Anti-Money Laundering Officer - the specialist handling your case - know the outcome.
The next step is preparing the documents. The application must be accompanied by the passports of the main investor and their family members, a police clearance certificate, and a curriculum vitae - a short biography summarizing the investor's life and professional background.
All of the above documents are submitted to the FIU - the government body that carries out a preliminary background check on people applying for official status. A decision is made within a week (though it most often takes 3 to 5 days).
After the preliminary check, the documents are passed to the Citizenship Commission, whose staff make the final decision on whether to issue the passport to the foreign national. The review usually takes place within two weeks.
Next, the investor and their family need to travel to Vanuatu and provide biometric data, which is loaded onto a special microchip.
Money is transferred to the chosen fund only after all the above stages have been completed. Investments are made in two installments: 25% when submitting the citizenship application, and 75% after it is approved. In practice, however, a single lump-sum payment system is now used more often: the investor is issued a single invoice for the full contribution amount.
As soon as the money reaches the fund's account, the process of issuing a certificate of naturalization begins, which serves as the basis for producing the passport.
Who Can Obtain a Vanuatu Passport
The requirements for obtaining Vanuatu citizenship are an important aspect to consider when applying. Vanuatu's citizenship program, known as the Development Support Program (DSP), was launched in 2017, and important changes are currently being made to its terms.
The standard requirements for an applicant are:
- the candidate must be over 18 years old;
- a mandatory investment in the National Recreational Fund or the National Development Fund of Vanuatu;
- capital of at least $250,000 (the applicant for official status needs to confirm the legal origin of the funds - simply presenting a bank statement is not enough);
- providing proof of no criminal record (a certificate must be provided);
- passing a medical examination;
- a mandatory security services check.
Since 2024, the vetting process for candidates has been tightened (enhanced Due Diligence and bank compliance have been introduced). The new restrictions also include a ban on changing one's first and last name for newly naturalized Vanuatu citizens.
It's important to note that alongside the main applicant, their spouse, minor children, and dependent parents over 50 can also apply for citizenship. However, in this case the minimum investment amount is higher (we'll cover this a bit later).
It should also be noted that, unlike many programs that grant a passport, Vanuatu's investment program does not provide for a return of the investment. Its main goal is to support projects aimed at creating jobs and developing infrastructure at the local level.
By participating in this program, investors contribute to Vanuatu's future and help grow the country's economy. Funds collected under the program go toward social and economic initiatives that ensure the sustainable development of the island nation.
Applicant Costs
There are three ways to invest in the country's economy: the Development Support Program for Vanuatu citizenship (DSP), the Investment-Government Bond Option (purchasing government bonds), and the Cocoa Development Fund (investing in a fund created to support and develop the local cocoa industry). The applicant's costs depend on which program they choose and the number of family members seeking citizenship.

Development Support Program for Vanuatu Citizenship
If you plan to apply for citizenship on your own, the minimum investment amount is $130,000.
For married couples, the non-refundable contribution rises to $150,000, and if the family has one child, the total amount is $165,000. Having two children raises the contribution to $180,000.
An additional $15,000 must be paid for each subsequent family member, which should also be factored into the overall financial plan.
Investment-Government Bond Option
In this case, the investor's costs do not depend on the number of family members. What matters most is the bond maturity period. For example, bonds with a 24-month maturity require a minimum of 180,000 AUD (a bit more than $121,000). Purchasing bonds with a 36-month maturity requires a contribution of at least 150,000 AUD (a bit more than $101,000).
In addition to the initial investment, potential investors should pay attention to the fees charged by the intermediary - the Main Agent, through which all applications are submitted.
The Cocoa Development Fund Program
The main contribution is $150,000 for a single applicant, which makes participation accessible but requires serious financial planning. For a married couple and families with children, this amount stays the same, but an additional contribution of $25,000 is required for each subsequent family member.
In addition, there may be extra costs at the document-preparation stage for legal services, consultations, and translation of the necessary documents.
The fund was created to support and develop coconut oil production in the country - an environmentally friendly and renewable energy source. It's worth noting that the fund is focused on the sustainable development of the local economy and the preservation of natural resources.
To invest in the fund, a prospective shareholder must register an international company in Vanuatu. All costs associated with the registration process are already included in the fee structure of the chosen option, which simplifies things for the investor.
It's important to remember that the fund's shares must be held for a minimum of 5 years. According to projections, the expected return on investment is approximately 5% a year, which could result in a return of $50,000 after the specified period.
Advantages of a Vanuatu Passport
Speed is the most important advantage. On average, the passport process takes 1 to 4 months.
The lack of a requirement to take exams or attend an interview significantly simplifies the entire procedure. The investor and their family do not need to study the national language or the basics of the country's history and political structure.
Investors can be confident in the safety of their investment, since funds are transferred only after approval by the Citizenship Commission. In addition, a Vanuatu passport provides visa-free access to more than 100 countries, including major Asian business hubs.
Another important advantage is the ability to obtain residency in European Union countries. This provides greater freedom of movement and reduces the likelihood of visa refusals. Vanuatu citizens are immediately issued a US B-1/B-2 tourist visa valid for five years.
Participating in the investment program is not just a way to obtain citizenship in the shortest possible time, but also a way to secure a backup option for yourself and your family in case of unforeseen economic and political situations in your home country.
